Dear Chairman Arakaki and Council M-mbers,
My name is warren Chong. I speax on behalf of the Big Island
carpenter union, Local 745 membershi.o.
we often hear stories by developers, who so eloquently
verbalize their "pie in the slcy" vl,;ualizations of "star-studded"
resorts and promises to our community. Benefits often include
improved parks, infrastructure and affordable housing.
Kaupulshu Makai venture is now in the process of building
their "pie in the sky". However, they have not delivered on their
promises to contribute to the colnmuni.:.y.
We have not seen any dsmomxtrp.ktion of community benefits
resulting from the requirements which were attached to their
permitting. They have impacted c>>:. shorelines as well as our
infrastructure, and are now trying, to get out of providing
affordable housing for .)ur community.
it is no secret !'.at the Big Island economy is hurting.
People continue to seek affordable housing. We believe affordable
housing will stimulate sobs and will significantly improve living
opportunities for ras.idants of ou.r icland. Properly developed, it
can significantly reduce the commuting time that is required for
many of the resort employees. It ,fill unilaterally support our
community.

If this Council truly believes that affordable housing is not
a priority at this time in our economic cycle, then channel the
comparable monetary commitments into our struggling county budget.
Use the financial commitment to fund our emergency helicopter, fund
recreational facilities, or assist the worthy non-profit
organizations who plead, each year, for county assistance. Don't
allow the benefits, which were willingly pledged for the right to
develop and impact our community, to be negotiated down the drain.
pQ channel these commitments into viable community resources that
are desperately needed.
It is unfair that Kaupulehu Makti Development, now seeks to
reduce the conditions that they willingly agreed to have attached
to their development. This is indicative of a planned, intentional
plot to ignore their previous commitments to the constituents of
the County of Hawaii.
We humbly ask that the Hawaii County Council send a strong
message that reneging on ^ommitment---, to the community, will not be
acceptable.
We ask your support to DENY tllic. resolution.
