However, the purchase of these generators was instead made possible with the use of grant funds. Thus, the $325,000 will now be applied towards the installation of these generators and done through a Capital Improvement Project. Enclosed is a resolution transferring $325,000 out and from the Civil Defense Agency's Equipment account and crediting it to the Transfer to Capital Projects Fund. In order to transfer the funds prior to the end of this fiscal year, we request a waiver from the Finance Committee and to have this resolution heard at the Council meeting scheduled for June 18, 2008. REQUEST: To transfer $325,000.00 from Civil Defense OCE (010-241.5241.06.480) to Capital Project Fund. The installation of generators has been determined a longer project and more appropriate to be done in the Capital Project Fund. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): Hawai'i County Civil Defense Agency (HCDA) uses commercial radio stations as the means of relaying emergency messages to the public. In the aftermath of the Oct. 15 2006 earthquake, most of Hawai'i Island's radio station went off-air due to an island wide power failure. This event severely handicapped the HCDA's ability to broadcast earthquake related information to the public. To address this, the HCDA is purchasing backup generators for our radio stations through Office of Defense Preparedness (ODP) grants.
