June 5, 2008 U' Pete Hoffmann, Chairman and Members of the Hawai'i County Council Hawai'i County Council 25 Aupuni Street _ c.n Hilo, Hawai'i 96720 Re: Resolution Transferring Funds Recently, the Department of Parks and Recreation had a bid opening for the Laupahoehoe Pool Improvements and Renovations project. The bid came in higher than anticipated. $1,000,000 was provided by the State of Hawai'i and with $100,000 already used for plans and specs, the remaining $900,000 is set to lapse on June 30, 2008. The Community Development Block Grant is to provide $420,353.57 for the ADA portion of the cost. Therefore, an additional County match of $571,936.43 is needed now to encumber the State money in a contract to be executed before June 30, 2008. Enclosed is a resolution transferring $571,936.43 out and from the General Fund's Provision for Compensation Adjustment account and crediting it to the Transfer to Capital Projects Fund. There are funds still remaining and available in the Provision for Compensation Adjustment account as funds to cover unbudgeted collective bargaining increases have been transferred out. Because of the urgency of having the funds available to encumber prior to June 301x,, we request a waiver from the Finance Committee and to have this resolution heard at the Council meeting scheduled for June 18, 2008. REQUEST: Request a transfer of funds in the amount of $571,936.43 to the CIP Fund for the Parks and Recreation project "Swimming Pool Renovations and Equipment Upgrades" (07-83/110.599.5599.83.115). Funds are needed to encumber a pending contract with $900,000 of committed State CIP funds prior to the appropriation's lapse date of 6/30/08. Due to the urgency of having funds available to encumber prior to June 30th, we request a waiver from Finance Committee to have the resolution heard at the June 18th Council meeting. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The Parks & Recreation Department is ready to encumber the requested $571,936.43 in addition to $900,000 in State CIP funds and $420,353.57 in allotted County CIP funds in a consturction contract for the Laupahoehoe Swimming Pool Repairs and Accessibilty Improvements.
