Please consider the attached testimony supporting the Hawaii County Bicycle and Pedestrian Advisory
Committee Annual Report 2007 and the recommended short list of prioritized projects for FY 2008-2009.
Although the requested $675,000 funding is significant, the benefit/cost ratio and "fit"with recent inititives by the
County Council to provide Energy Sustainability, reduction in traffic congestion, and enhancements to quality of
life deserves consideration by the Council.

RE: TESTIMONY at the June 2, 2008 Council Meeting
Dear Hawaii County Council;
At the May 13, 2008 regular Committee meeting, the 30-35 members present
approved a motion to support the recommendations of the Hawaii County
Bicycle and Pedestrian Advisory Committee Annual Report 2007. The list of
top projects across the island desperately needs funding to provide safe and
alternative transportation to constituents and their children.
These projects will provide safe, healthy alternatives for children to walk or ride
bicycles to and from school. Some of the strategically located projects will
provide alternate routes to and from the work place. A couple of the projects
provide and enhance evacuation routes in times of emergency. Bicycle and trail
systems are a step away from reliance on high cost and limited fossil fuel modes
of transportation. The benefits of healthy exercise for children are obvious and
will hopefully transfer into a healthy adulthood lifestyle.
The total price tag of all these projects is high and will need to be funded in
multiple future FY Budgets. A prioritized shorter list of items for the 2008-2009
FY Budget require an allocation of $675,000 to launch or complete a few of these
worthy projects. The membership of South Kohala Traffic Safety Committee
requests support for the HCBPAC short list projects and required budget. These
members, representing all areas of South Kohala District desire implementation
and funding of these programs as solutions to current conditions and to provide a
healthy safe life style for future generations.
Your individual and combined support for these projects is requested and
appreciated.
