Amendments to the FY 2008-2009 Capital Budget
This is to transmit Bill 253, Draft 4, which was the result of amendments approved at the
Council meeting on June 2, 2008, adding the following projects:

3. Traffic Signals (?view and Upgrade) and Roundabouts- 1,000

4. 700 mhz Radio Upgrade Project 89,400
5. Kama`ili Road Paving 480
6. Machado Acres Park (Construction Phase 1) 1,000
7. Mt. View Senior Center Kitchen and Restroom Facility 1,000
8. Ainaloa Waterline 900
9. Flood Control Maintenance-Islandwide 700
10. Kamehameha Park Grandstand Restoration 100
11. Volcano Skate Bathroom Facility 750
Net Increase (Decrease) 96,130
The amendments increased the FY 2008-2009 Capital Budget by $96,130,000 to $276,772,000,
53.2% higher than Draft 3. However, Draft 4 was $117,210,000 (173%) higher than the budget
proposal submitted on May 5, 2008 (Draft 2). The major increase was due to the 700 mhz Radio
Upgrade Project for $89,400,000, an unfunded federal mandate.
