To whom it may concern:
I am writing this e-mail in support of Bill 285 which authorizes the County to issue bonds for $112
million to pay for critical capital improvement projects. These 47 projects should be funded in order to
ensure completion. Without a means to generate funds, how will be public be ensured that these
projects will be finished in a timely manner.
Some of these projects are designed to improve public ways that will promote pedestrian activity and
safety. Given that these projects have spanned over four years of the County's budget, it is
understandable that the total amount of funds needed to complete all projects is quite significant.
However, how much would it cost to postpone completion of these projects? When will a funding
opportunity for all 47 projects arise again? With rising costs and inflation, would it make more sense to
delay funding for these projects?
I am sincerely interested in the improvement and maintenance of the built environment to promote
physical activity. I hope that the County of Hawai' i will make a commitment to funding the built
environment by passing Bill 285.
