RE: Public testimony regarding Bill 297 - CDP Action Committees
Dear Esteemed Council Members:
We are aware that the county is currently taking steps to help further along the vision for Puna and other
districts as has been laid out in the Community Development Plans, by providing for Action Committees
to supercede the functions and responsibilities of the Steering Committees. Being owners of commercial
land near the center of Keaau, as well as myself and my employees being long-time local residents of the
district of Puna, we feel that we have no small stake in the future of the area with respect to the
interpretation and implementation of the Puna CDP.
We applaud the efforts of the county in relying on local residents and community members to engage in
the process of planning for the future of their communities and environment. To that end, we feel that it
is extremely important that a broad cross-section of the population be represented in citizen-based
advisory groups. While surely everyone deserves a right to provide thoughtful and intelligent input into
the planning process, certainly there are aspects and challenges of the planning process that lend
themselves to those who have specialized or well-developed knowledge and skills. It is just as important
that the homeowner be represented as well as the business person; that the store owner be represented as
well as the consumer; and the land owner and contractor be represented along with the conservationist.
That being said, Foster Kern LLC would like to state that it is important for us to see just such a broad
representation on the Action Committee. Specifically, we would like to see that owners of commercial
and industrial properties in the Keaau area find voice within the process. As landowners, we feel that we
hold the keys to the most vital resource for growth itself. Also as landowners, we understand the value of
not only individual pieces of property and their use in the short term, but of all lands and how they fit
together to support the needs of the community now and into the future.
Foster Kern is interested in seeing the community evolve and prosper. We would welcome the chance to
participate in the process any way possible, and feel that we could play an important part in providing
land, services, and facilities that the citizens of Puna sorely need.
