Subject: Bill 297 and Bill 318
Aloha County Council,
I strongly urge you to accept Bill 297 regarding the establishment of CDP action
committees. This will help to provide follow through, completion and evaluation of the CDP
that each community has been working on for the past 2 years. The CDP process has been a
public democratic process that actually got community involvement despite cynical suspicion
that like many times before, efforts for the public good would be wasted and not used.
Through the CDP process, we were able to get information that affected us and do something
about it. The Action Committees would keep the community informed of the progress of the
CDP. The CDP process benefits the County in sharing the workload of planning and gives the
communities of our island a way to get involved with making Big Island a quality place to live.
The Action Committees would help to insure this. Please include funding for these Action
Committees and for the CDP consultants like Townscape and our County liaisons to continue
with the process until it is completed.
I still would like to comment on Bill 318. Concurrency is essential if were going to be able to
grow and develop the island in a way that we have adequate infrastructure. Our present
infrastructure is inadequate and needs updating. With foresight we will be able to prevent the
escalation of transportation problems; lack of urgent care; police and fire services; lack of
schools and parks; lack of local commercial development; and lack of proper facilities for
disaster.
In all, I look forward to living in a self sufficient, sustainable and beautiful island home.
