Good afternoon distinguished county council members. Thank you for allowing me to come before you
to speak on this very important issue. My name is Jim McRae I'm here today to thank you for the
peace and quiet we have had over the last year. It has been a pleasure living without the terroristic noise
of the invasive helicopters searching for marijuana plants. Thank you for giving us the peace and quiet
we asked for. But now they are asking you to accept their federal money to disrupt our lives and the
peace and quiet of the residents and visitors of this island so they can search for marijuana plants and
they want you to endorse the method they want to use, helicopters. I'm asking you to say no to the use
of helicopters to search for marijuana plants and to say yes to protecting your citizens constitutional
rights to be free of unwarranted searches and seizures guaranteed by the fourth amendment to the
constitution of the United States of America. Your first duty is to uphold the constitution, for that is the
peoples protection against unwarranted interference by the government. The Bill of Rights were given
to us so we could defend ourselves against a dictatorial government that will use any means possible to
achieve their goals. Please do not join them in this violation of our constitutional rights. President
Bush, the head of the federal government, may of said that the Constitution is just a piece of paper, but
I see it as a living document, a protectorate of the people and the supreme law of the land and all other
laws and actions are subject to it.
As you know from American history, American Colonials were searched indiscriminately by the
British. They could be stopped on the street and their homes and premises could be searched at all
hours and for any reason. That's why the founders of the Constitution insisted upon the Bill of Rights
and gave to the people the protection of Amendment four, which says:
"The right of the people to be secure in their persons, houses, papers, and effects, against
unreasonable searches and seizures, shall not be violated, and no Warrants shall issue, but upon
probable cause, supported by Oath or affirmation, and particularly describing the place to be
searched, and the persons or things to be seized "
Helicopter searches violate the Constitution and the rights of the people for they do not have Warrants
to search through neighborhoods indiscriminately. The federal government and the law enforcement
agencies want you to join them and endorse their unlawful acts. Please follow the law and say no to
their illegal search and seizures.
One more thing, I would like to say. Many health care professionals have researched and discovered
many benefits of marijuana while the federal government has long been trying to find ways it is
detrimental but have failed to do so.
Please be courageous and law abiding and vote against the tyranny of the Federal Government by
voting for the rights and welfare of the people.
