Dear County Council Members,
Thank you for taking the time to re-open discussion regarding Bill 285 that will potentially provide
funding for 46 projects around the island through a bond float.
I acknowledge that the budget situation and the current status of the economy are discouraging factors
towards a financial commitment for these unfinished projects. However I don't know when there will be
enough money to finish these projects and I don't think that anyone really knows. Realistically I don't
expect a bond float to be able to fund all of these projects, but I do believe that county issue bonds will
be able to provide funding for some of these projects.
Without some sort of financing mechanism, these projects may continue to go uncompleted and unused
for many years. With inflation and time, these projects will cost even more to complete in the future.
Potentially it may be so expensive that it will be unrealistic to attempt to complete some of the projects
described currently in Bill 285.
1 feel that the projects that can be completed will increase the overall value of the community. Hawaii is
a highly desirable place with an ever increasing cost of living and growing population. Many families
struggle to make ends meet and will not be able to escape economic hardship not matter what the
government does. However project improvements and completion adds value to the communities,
improving the lives of those families that will not have enough money for next month's rent. This
"added value" is difficult to measure in dollars and cents because how can anyone measure the actual
dollar value of a "community." Yet people value the ideas of community and are willing to support
these ideas by providing testimony today.
