Subject: Bill 285 draft 2 bond issue Aloha Council Members, Regarding Bill 285 draft 2 on the general obligation bond, I urge you to pass this measure. As the issue has seemingly distilled itself to be a controversy over whether or not a centralized place of doing government business is needed in Kona, let me state that it is to everyone's advantage to co-locate the primary functions of government. Surprisingly as it may seem, the best time for public funding is during economic slowdowns as the interest rate paid on bonds funding the projects is low and it provides employment and stimulous spending to counter a worse economic recession. Cast aside this east-west division of the island. It exists only in the minds of those who need to bring it forward to gain some personal attention. Get on with the business at hand!
