HomeMy WebLinkAboutREP FESC 003 04/08/2008 2006-2008 REPORT OF THE COMMITTEE ON FOOD AND ENERGY SUSTAINABILITY DATE: April 8, 2008 RE: Comm. 1114/Res. 578-08 PLACE: Councilroom Ben Franklin Building 333 Kilauea Avenue, 2°d Floor Hilo, Hawaii TIME: 9:30 a.m. Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Food and Energy Sustainability, to which was referred Resolution 578-08, reports as follows: Resolution 578-08, transmitted by Council Chair Pete Hoffmann via Communication 1114, dated March 17, 2008, recommends that all newly-constructed County facilities comply with the energy-efficient building practices specified in the International Energy Conservation Code. The purpose of this resolution is to reduce the County's dependence on fossil fuels by using energy more efficiently. The County could achieve significant reductions in energy use by complying with the International Energy Conservation Code in the construction of new buildings. By requiring high standards for energy efficiency in County-owned and financed buildings, the County can save in energy costs, demonstrate its commitment to efficiency, and develop local expertise in constructing energy-efficient buildings. This resolution also calls upon the Mayor to assign qualified administrative personnel to serve as "green" building experts to oversee implementation of the International Energy Conservation Code at newly constructed County facilities in order to meet the County's energy goals. There were no testifiers from Hilo, Kona, or Waimea. Council Member Dominic Yagong asked if this resolution would affect the renovations at the County Building. Council Chair Pete Hoffmann responded that this resolution pertains only to the construction of new County facilities, not those that are being renovated or already existing. Mr. Yagong then asked Public Works Director Bruce McClure if this would affect the West Hawaii Civic Center project. Mr. McClure stated that they are already in compliance with the spirit of the resolution, so it would not affect the project. Committee Chair J Yoshimoto commended Mr. Hoffmann for bringing this measure forward.
