Your Committee on Public Works and Intergovernmental Relations, to which was referred
Communication No. 1107, regarding Resolution 573-08, reports as follows:
Resolution 573-08, transmitted by Council member J Yoshimoto via Communication 1107
proposing a Resolution Requesting the Hawaii County Department of Public Works Traffic
Division and the Hawaii State Department of Transportation Highways Division to
Cooperatively Study and Recommend Interim Traffic Pattern Options for State Highway 130 and
Adjacent County Roads in the Area of the Kea`au Bypass.
Council member Yoshimoto stated the purpose of this resolution is to request the Department of
Public Works Traffic Division and the State Department of Transportation Highways Division to
cooperatively study and recommend interim traffic pattern options for State Highway 130 and
adjacent County roads in the area of the Kea`au Bypass. A presentation given by Mr. Tim Rees
provided a visual aid and commentary of the traffic patterns in the Kea`au Bypass area for the
Council members and public who might be unfamiliar with that section of Highway 130.
Council member Yoshimoto seeks the support of his colleagues on this proposed resolution.
There was no public testimony presented on this proposed bill.
Department of Public Works Director Bruce McClure and Traffic Division Chief Ron Thiel
appeared before your committee. Mr. Thiel commented that he is continuing to work closely
with the State of Hawaii Department of Transportation to address this traffic issue. He is also in
agreement with Council member Yoshimoto's comment that any consideration will be based
upon recommendation by Department of Public Works Traffic Engineers.
Council member Emily Naeole offered her assistance on this particular issue to the Department
of Public Works. Mr. McClure will keep the council members updated and will request
assistance if needed.

and intent of Resolution 573-08, and recommends adoption.
