Your Committee on Public Works and Intergovernmental Relations, to which was referred
Communication No. 1190, regarding Bill 291, reports as follows:
Bill 291, transmitted by Director of Public Works, Bruce McClure, via Communication
No. 1190, dated April 18, 2008, amends Chapter 24 of the Hawaii County Code 1983 (2005
Edition, as amended), Relating to Vehicles and Traffic. It revises the length of the active loading
zone on Kamehameha Avenue, mauka side, beginning from a point 94 feet west of Mamo Street
and extending 44 feet in the westerly direction, from 5:00 am to 4:00 pm, on Wednesdays and
Saturdays. There was no testimony from members of the public regarding this proposed bill.
Traffic Division Chief, Ron Thiel appeared before your committee and commented that due to
the conversion of an existing stall to an ADA stall by the Downtown Improvement Association
through Teri Spinola-Campbell, ADA coordinator of Hawaii County, an adjustment in length of
the active loading zone was necessary.
Your Committee on Public Works and Intergovernmental Relations is in accord with the purpose
and intent of Bill 291, and recommends it pass first reading.
