Your Committee on Planning, to which was referred Resolution 549-08, reports as follows:
Resolution 549-08, transmitted via Communication 1057 from Council Member Dominic
Yagong, dated February 25, 2008, transmitting a resolution to establish an Ad Hoc Committee to
plan the long term disposition of Mud Lane Road in the District of Hamakua, which request is
based upon community meetings and discussions with various community associations.
Resolution 549-08 states that the formation of an Ad Hoc Committee would bring stakeholders
to the table to begin discussions regarding developing a long-range plan regarding the use of
Mud Lane Road. Stakeholders will include, but not be limited to the following organizations:
Waikoekoe Community Association, Honoka`a Business Association, Kukuihaele Community
Association, Waimea Community Association, Waipi`o Taro Farmers Association, Kamehameha
Schools Bishop Estate, Wildlife Conservation of Hawaii, Hamakua Hunters Association and
abutting private landowners who have expressed a strong and sincere interest in planning the
future of Mud Lane Road.
Resolution 549-08 also states that this request to form an Ad Hoc Committee is made pursuant to
Rule No. 8, Rules and Procedure and Organization of the Council for the County of Hawaii,
relating to establishment of subcommittees and that the name of the committee would be the
"Mud Lane Road Ad Hoc Committee."
At the March 11, 2008 Planning Committee meeting, Council Member Yagong noted that one
of the issues involved with the Community Development Plan process was Mud Lane Road that
runs from the Waimea Golf Course to Kukuihaele. Mr. Yagong said that the resolution is his
effort to begin a proactive approach by bringing various members of the communities together to
discuss disposition of Mud Lane Road. Mr. Yagong noted there currently exist lots of ideas with
respect to this road, and that he would like to begin the dialog on how the respective
communities view Mud Lane Road being utilized in the future.
Council Chair Hoffmann applauded Mr. Yagong's efforts in trying to bring some consensus to
what has proven to be a rather contentious issue for members of the Waimea as well as Honoka`a
communities and would welcome the opportunity to be a part of the committee. Mr. Hoffmann

stated that a lot of members of the Waimea community have expressed to him suggestions and
recommendations regarding this road, and he felt because of that, it would be appropriate that he
serve on this committee.
Council Member Naeole expressed support of Mr. Yagong and his resolution, and stated that she
would also like to sit on the committee if Mr. Yagong would be acceptable to that. Mr. Yagong
stated that if the resolution was successful and moved to Council, he would certainly welcome
Council Member Naeole and Council Chair Hoffmann to the committee, as well as anyone else
who wished to serve.
Your Committee on Planning is in accord with the purpose and intent of Resolution 549-08 and
recommends its adoption.
