Your Committee on Finance, to which was referred Resolution No. 582-08 reports as follows:
Resolution No. 582-08, transmitted by Director of Finance William Takaba, via Communication
No. 1119, dated March 24, 2008, creates a Program Manager (SR-24) position specifically for
the community violence program within the Office of the Prosecuting Attorney.
On September 19, 2007, the Hawaii County Council adopted Resolution No. 303-07, requesting
the Mayor to create a Community Violence Coordinator position for the Office of the
Prosecuting Attorney. The Hawaii County Council has shown their commitment to addressing
the domestic violence problem by also providing the funding, out of the Clerk Council Services -
Council Contingency Relief account, for this position. However, a new generic class
specification for the "Program Manager" position has been established by the Department of
Human Resources and states that this position is located at the departmental or division level,
with responsibility to oversee and/or to plan, develop, implement, and evaluate activities for one
or more of the department's programs.
Pursuant to Article V, Section 5-1.3(c), Hawaii County Charter, the Mayor has the power to
"Create positions... for which appropriations have been made by the Council."
There was no discussion on this measure.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 582-08,
and recommends its adoption.
