Your Committee on Finance, to which was referred Resolution No. 630-08, reports as follows:
Resolution No. 630-08, transmitted by Director of Finance William Takaba, via Communication
No. 1195, dated April 18, 2008, authorizes the payment of funds of a later fiscal year and of
more than one fiscal year for a multi-year contract for the operation of the West Hawaii
Compost & Biodiesel Facility. The County is in the construction phase for the Materials
Recovery Facility infrastructure for West Hawaii at the Pu`uanahulu Landfill. The Compost &
Biodiesel operation will divert organic materials from the County transfer stations and landfills
and provide valuable products such as compost and mulch for local consumers and make
available to the County an alternative fuel in the form of biodiesel. The County finds in its best
interest to contract for private services of a contractor to operate the West Hawaii Compost and
Biodiesel Facility with a ten-year agreement, with one (1) 12-month option to extend contracted
services.
Pursuant to Section 10-11, Hawaii County Charter, any contract, lease or other obligation
requiring payment of funds from the appropriations of a later fiscal year must be approved by
resolution.
There was no discussion on this measure.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 630-08,
and recommends its adoption.
