Your Committee on Finance, to which was referred Communication No. 1081, reports as
follows:
Communication No. 1081, transmitted by Mayor Harry Kim, dated March 8, 2008, nominates
Henry "Hank" Silva of Council District 7, to the Hawaii County Merit Appeals Board.
Mr. Silva is retired from the Hawaii County Police Department in 1991 after 25 years of service.
He is a past member of the YMCA and the Rotary. He states that he is not affiliated with any
political party. If confirmed, he will serve a term to end on December 31, 2012, replacing one of
two terms that expired on December 31, 2007.
Your Committee read Communication No. 1081 into the record, however, Council Member
Brenda Ford noted that she would like to postpone discussion on the appointment for her further
review. Council Chairman Pete Hoffman duly made a motion, and was duly seconded by
Council Member Emily Naeole, to postpone the communication to the next Committee on
Finance meeting held on April 10, 2008 at the Council Chambers in Hilo.
Pursuant to Article XIV, Section 14-5, Hawaii County Charter, there shall be a Board of Ethics,
consisting of five members who shall be residents of the County, appointed by the Mayor with
the approval of the Council.
The Committee agreed that Mr. Silva does not have to appear before the full Council for final
confirmation.
Your Committee on Finance recommends the confirmation of Mr. Henry "Hank" Silva to the
Hawaii County Merit Appeals Board, to serve a term ending December 31, 2012.
