HomeMy WebLinkAboutREP JConPWIRC/FC/PC 001 03/11/2008 2006-2008 REPORT OF THE FIRST JOINT COMMITTEE MEETING ON PUBLIC WORKS AND INTERGOVERNMENTAL RELATIONS, FINANCE, AND PLANNING DATE: March 11, 2008 Re: Comm.1018Bill 248 PLACE: Sheraton Keauhou Bay Resort and Spa 78-128 Ehukai St. Kailua-Kona, Hawaii TIME: 8:27 p.m. Council Chair and Members i Hawaii County Council Hilo, Hawaii 96720 i Because this item was one of several items on three committee agendas which were related, Bill 248 was postponed to a Joint Committee Meeting on Planning, Finance, and Public Works and Intergovernmental Relations, which was convened at the end of the scheduled committees for the day. The Chairman of each committee consecutively called the meetings to order and relinquished their respective chairs to Council Chair Pete Hoffmann. Your Committee on Public Works & Intergovernmental Relations, to which was referred in Communication 1018, regarding Bill 248, reports as follows: Bill 248, transmitted by Public Works Director Bruce McClure via Communication 1018, dated February 4, 2008, amends Chapter 24, Article 10, Division 2, Section 24-264, Schedule 12 (Stop intersections), subsection (f) Kona, of the Hawaii County Code 1983 (2005 Edition, as amended) by adding Ali`i Drive, Kaleiopapa Intersection, All Approaches. In this request, it is further explained that with the Mamalahoa Highway Bypass opening this intersection will be warranted for a traffic signals as stated in the Traffic Impact Analysis Report, by Wilson Okamoto Corporation. The "Manual On Uniform Traffic Control Devices (MUTCD) in Section 213.07 Multiple Stop Applications" allows the installation of multiple stops as an interim measure while arrangements are being made for the installation of the traffic control signal. Comments from the public on this proposed bill was presented at the February 20, 2008 such as substantial traffic increase on Ali`i Drive, traffic control signals needed now instead of the stop signs, concerns that promises are never completed and correct name of Ali`i Drive to replace Ali`i Highway which was erroneously used in this proposed bill. Committee Chair Brenda Ford relinquished her seat to Vice-Chair Dominic Yagong on February 20 and March 11, 2008 on this agenda item. Council member Ford made a motion on February 20, 2008 to postpone consideration of Bill 248 due to technical errors. This motion was duly seconded and approved. Mr. Ron Thiel, Traffic Division Chief; Mr. Bruce McClure, Director; and Mr. Jiro Sumada, Deputy Director from the Department of Public Works (DPW) appeared before your committee. DPW commented that they understand the concerns of the residents, and current administration is aware that JC-PWIRC; FC & PC REPORT NO. 1 Page 2 Communication No. 1018 / Bill 248 certain commitments have not been fulfilled; however balancing the needs of the entire island is their priority. Mr. Thiel added that DPW would implement the traffic mitigation measures whether or not the ~ Mamalahoa Bypass Road is approved, and it could take up to three years to complete. 1 Mr. Craig Matsuda, Deputy Corporation Counsel, and Mr. Chris Yuen, Planning Director, gave their comments related to Bill 248 and other proposed traffic code amendments introduced.
