You received a media release at 1:13 PM today. It is attached for your reference. After
speaking w/ the Legislative auditor, we were asked us to correct these statements, to
the media and before we appear by the Committee on Public Works and
Intergovernmental Relations at 1:30 today
Two statements were corrected. Here are the corrections.
• Violations in the procurement system could exist at Public Work if work exceeded the scope of work.
• No incidents of abuse, collusion and/or fraud were found within DPW in awarding contracts for..
professional services, architectural, civil and construction companies.

Public Works asks for time to study Legislative Auditor's report
The County Public Works Department was recently audited by the County's Legislative Auditors
at the request of the Hawai'i County Council.
Public Works director, Bruce McClure, will ask the Hawai'i County Council today for 90 days to
review and discuss with staff the four recommendations in the Legislative Auditor's report before
agreeing to implement them.
"While we appreciate the auditor's seven-month review of Public Works contracts, change orders,
and supplements, it would be short-sighted on our part to say yes or no on the recommendations,
having had only five days to review the final 32-page detailed report," said McClure.
The auditors have asked Public Works if they agree or disagree with each of the four
recommendations, as they relate to contract supplements and change orders for construction
projects, and if they agree with the recommendations; the timeframe to implement each.
A copy of the four recommendations is attached.
In addition to the four recommendations, the audit acknowledged:
• Public Works for following the State Procurement laws.
• No violations in the procurement system exist at Public Works.
• No environment for abuse, collusion and/or fraud exists within DPW in awarding
contracts for: professional services, architectural, civil and construction companies.
• Public Works did not find contract supplements or change orders issued for unnecessary
work.
