Members: I do NOT support construction of a civic center in Kona at this time because of lack of funds particularly in this time of financial uncertainty. Vital services of health, education and welfare are the priority of the County and must always take precedence over new office county buildings. Fiscal prudence AT ALL TIMES should dictate that the County only spend monies it has in hand and restrict floating bond issues to the most. scrupulous scrutiny of critical issues only, The County budget should focus on essential health and welfare services and seek to promote only those projects that lead directly to sustainability. My grandmother's advice of "Never spend what you do not have" applies today more than ever. It is Nt= VP"R the time to incur future indebtedness by floating bond loans for new buildings.
