Aloha and thank you for this opportunity. I pray for your attention, consideration of my remarks and a thoughtful, objective vote on this bond matter. You are at a historic moment in the history of the Big Island. For you have the obligation to plan for its future, as well as current matters. History will judge your actions for generations to come. Will it find that you were wise, prudent and responsible in providing a West Civic Center? The answer to that question lies only in your hands. Let's look at the facts; * Current county facilities are fragmented and inefficient to properly serve the general public, businesses and developers. The current mishmash offers no interdepartmental synergy. A new facility will correct this shameful and waste full situation. * Current West side facilities are not built for ease of use, offer adequate parking nor are the energy efficient. A facility built to our specs will have better insulation, more efficient lighting. As this building will be ours, we can have Solar Panels for low coat lighting and hot water. * Calculate today's total energy cost for all locations. Remember our electric power is generated for the most part by petroleum. Other sources are sold at the petroleum generation rate. Factor the steady increases in electric rates over the next 10 years and consider that in future budgets. That cost will become very burdensome if action is not taken now. * A waste to energy plant will soon begin construction that will provide less expensive power to the Airport and Nelco facilities. As that output increases, the county could inter into an agreement to purchase lower cost power. * The West side population is estimated to double in the next 10 -15 years. A new facility will moderate and decrease ever increasing costs and eliminate inefficiencies as the work load increases. o ? s * 70% of County taxes come from the West side. That tax base will increase every year. Qj That's a good thing. Can you imagine our state of affairs if those funds were non existent? V Every district would experience intolerable conditions. I look at the West side as the goose **z that lays golden eggs. So why not be prudent and keep the goose health so is can increase the • rate of its egg laying. A new facility will do that. Investing here and now will benefit the ed ,a entire county. m * It's cheerer to build now. Our slowina economy has made contractors Pi6tfaKy%r 6ffering low costs just to keep their company afloat. Bond are near an all time low. Zero coupon non callable 20 year bonds offer low obligations in the early years, allowing for our tax base to increase and maintain the good credit rating we now enjoy. To summarize, eliminating ever increasing rents, lower utilities, low bond interest rates, better service, and an increase in taxes makes a new facility a win - win - win for every district of the Big Island.
