As you know, our family has lived along the lower portion of Kaloko Drive since 1968 . My mother , Patricia Burla , is now 81 years old and she has seen a lot of changes in Kona since the late 60 ' s . We have an 8 acre family farm situated approximately 800 to 900 linear feet from the intersection of Kaloko Drive and the Mamalahoa highway. In the past , there wasn 't much traffic to be concerned with along Kaloko Drive because the large acreage lots in the forest "of Kaloko were c;, iginally a minimum of 20 acres and larger. Originally, in tae early 70 ' , all of these lots in the Kaloko Mauka Subdivision were part of an Improvement District Bond which I believe was finally paid off in the mid 80 ' s. Soon after the bond was paid off , there were new changes that - occurred in the Kaloko Mauka subdivision . Zoning changes were allowed, Ohana permits issued and condominiumization of large . parcels of agriculturally zoned lan7) seemed to affect many of the parcels of land located in the plat maps of Zone 7 Section 3 and plats 24, 25, and 26 respectively. ?y family' s property is in plat 3 which abuts the improvement district beginning in plat 24 of the Kaloko Mauka Subdivision . Date ,SEP 0 3 1998 09.02.98 WED 09:50 FAX 8083285697 Z003 page 2 As a result of the changes in the zoning and subdivision approvals, the density of the properties of Kaloko Mauka subdivision doubled and in some cases tripled the density of these originally zoned large agricultural properties. There is now an extremely heavy traffic flow on Kaloko Drive due. to this increased density. Many families drive their children to the bottom of Kaloko drive each morning so that these children can wait for the school buses . Each afternoon the families park and wait to pick up their children when the school bus drops them off after school. The issue at hand is the speed limit that was designated for the Kaloko Mauka Subdivision. It is 40 miles per hour at this time. It seems odd to us that the county speed limit designated for this subdivision is at a higher rate than that of Mamalahoa highway which is regulated by the State of Hawaii . In nearby subdivisions where the county is in control of the speed limits , the speeds posted are from 25 miles per hour to 35 within the subdivisions of nearby Kona Heavens and Kona Palisades. In May, I was able to speak with Mr. Eugene Uchima from Hilo when I called the traffic division to see what needs to be done in order to have the speed limits changed in a subdivision. At the time that we spoke he told me that only the County Council could change speed limits. Recently, Mr. Uchima visited/our area and called me so that I could show him the 40 mile an hour speed limit sign and to discuss 09 UZ 913 %te1) 043:51 1-AA 80133265697 4004 page 3 what procedures need to be implemented before any changes can be made. He told me that he could help with additional signage along Kaloko Drive but that the County Council would be the governing body that would dictate the speed limits . Currently, there are only 2 speed limit signs in the lower portion of Kaloko Drive. The first sign abuts our family property and is approximately 300 to 400 feet from the bottom of Kaloko Drive as you drive up the street. The second sign is located approx. 11/2 miles up the street near the crossroad or upper intersection of Kaloko Drive and Hao Street. This second sign is for the traffic driving down Kaloko Drive .
