Your Committee on Finance, to which was referred Resolution No. 676-08, reports as follows:
Resolution No. 676-08, transmitted by Director of Finance William Takaba, via Communication
No. 1269, dated May 28, 2008, authorizes the acceptance of a donation from State Farm
Insurance to the Hawaii Fire Department for Fire Inspector Robert Perreira's arson canine five-
week training class in Alfred, Maine. This donation is a scholarship to be used to pay for all
training fees, cost of acquiring a dog, room and board during the training, chemist's certification
of the dog, and transportation expenses for the initial five-week class..The approximate value of
this donation is $23,000, which includes the canine, training and travel expenses.
Fire Inspector Robert Perreira thanked the Committee for the opportunity to work with arson
canine Kaimi. Inspector Perreira stated that arson canine Kaimi has been trained to locate
accelerants to determine the cause of a fire.
Pursuant to Article XIII, Section 13-12, Hawaii County Charter, the Council, on behalf of the
County, may accept gifts or donations of personal property.
A letter of appreciation will be sent to the Ms. Dawn Fones, Arson Dog Program Coordinator,
State Farm Insurance, Once State Farm Plaza, B-4, Bloomington, IL 61710, acknowledging this
generous donation.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 676-08,
and recommends its adoption.
