COUNTY OF HAWAII <br />RESOLUTION NO. <br />STATE OF HAWAII <br />69`7 ~~ <br />RESOLUTION CREATING TWO-ELECTION CLERK I POSITIONS AND ONE- <br />ELECTION CLERK I (TEMPORARY) POSITION FOR THE OFFICE OF THE COUNTY <br />CLERK-ELECTIONS DIVISION <br />WHEREAS, the Office of the County Clerk-Elections Division has experienced <br />increased duties and responsibilities that have been placed on staff with the passage of the Help <br />America Vote Act of 2002; and <br />WHEREAS, the Help America Vote Act has made voter registration convenient and <br />accessible for all citizens to register to vote, which voters may register using the Wiki-Wiki self- <br />registration form; and <br />WHEREAS, the Wiki-Wiki procedure, although convenient, has not only increased the <br />number of absentee mail ballots, but has created problems with processing of the affidavits <br />requiring follow-up due to missing, incomplete or inaccurate information, and increased auditing <br />process; and <br />WHEREAS, the County of Hawaii has also experienced a decline in Election Day <br />volunteers, for which the Elections Division is responsible to recruit staff; and <br />WHEREAS, the Election Clerk I, SR-7, positions will provide for the expansion of <br />services to West Hawaii and Puna and aid in the anticipated increased work level; and <br />WHEREAS, these positions were originally approved in Bill No. 252, Draft 4 (The <br />Operating Budget for Fiscal Year 2008-2009), which the Mayor vetoed on June 13, 2008 and the <br />veto was sustained at the June 30, 2008, Council meeting; and <br />WHEREAS, Article III, Section 3-6(b)(6) of the Hawaii County Charter (2000) states <br />that County Clerk shall "Appoint necessary staff for which appropriations have been made by the <br />council, subject to civil service laws and classifications, and exercise the same power with <br />respect to the personnel of the clerk's office as the department heads in the executive branch."; <br />and <br />WHEREAS, Section 46-32 of the Hawaii Revised Statutes (1993 Replacement) states <br />that the Council has the power to "appoint and employ personnel as it deems necessary and <br />prescribe their powers, duties and compensation"; now, therefore, <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that <br />two-Election Clerk I, SR-7 positions and one-Election Clerk I, SR-7 (Temporary) position be <br />created for the Office of the County Clerk-Elections Division; and <br />
