I - we can provide you with a copy of this memorandum. #2. The military has a long history of not telling the truth. There are TONS of MILITARY documentation years after the fact, of using U.S. citizens and other humans as Guinea pigs; intentional chemical, biological, and radiological experiments on civilian and military populations. This is fact, not fantasy, look it up, you'll be horrified. Ask our local Marshallese who can never go home again, Ever. Ask our damaged veterans, ask the Vietnamese and the Iraqi's. You may think, oh, that's old news, they did all of that stuff in the 40's and 50's... but you would be wrong; nothing has changed in this culture of secrecy except more futuristic and lethal experimentation. I for one, deeply resent the idea that my community may be being used as the proverbial canary in the coal mine and having to pay for it, too. Military regulations say 'they' are responsible for any clean up or harm they have caused, but they most certainly are not responsible, as witnessed by their admission of nearly 1000 contaminated sites in Hawaii which they are doing very little to clean up. The name of their game is stall, confuse, belittle, and delay. How many nuclear weapons systems have been used, how many acres are contaminated. Residents don't trust the fox guarding the hen house to give us any real answers. Sadly because of wind shifts and distances that contamination can travel medical testing must include all Hawaiians. But beyond the testing that has severe limitations as designed by DOD officials a presumption of exposure and liability for consequent adverse medical effects is essential. Reference memorandum, OTSG/MEDCOM Policy Memo 03-007,13 January 2004, subject as above. 2. You are aware of the publicity surrounding the concerns of the Soldiers of the 442nd Military Police Company at Fort Dix, NJ. I want to take this opportunity to reiterate certain aspects of the current DU policy and direct you to convey this information to your personnel. Some key issues from the referenced policy memorandum are: a. All personnel with actual or potential exposures to DU will be identified, assessed, treated (if needed), and assigned a potential exposure level (I, II, or III). The identified personnel will then be monitored and tracked according to the responsibilities, procedures, and guidance as indicated in the specific paragraphs of the enclosure to reference 1, above: (1) Paragraph 4a - DU bioassays will be administered to all personnel with imbedded metal fragments that might include DU or who were in, on, or near (less than 50 meters) an armored vehicle at the time (or shortly after) it was struck with a DU munition (Level 1 exposure category). (2) Paragraph 4b - DU bioassays will be administered to all personnel who routinely enter damaged vehicles as part of their military occupation or who fight fires involving DU munitions (Level II exposure category). (3) Paragraph 4c - DU bioassays are not required for personnel with incidental exposure to DU, although a physician may choose to perform one based on medical indications or on the request of the potentially exposed individual (Level III exposure category). b. Since you are i<een to document, yes or no, the presence of DU then amalgamated samples should tell you that initially; if you got a high DU signal, then you might want to do some more work. The more you put together in the initial phase, the fewer samples and the lower the cost to you. 5. We've had some concern expressed regarding our water supply. We pump water from 4,000 feet below ground level, so it seems doubtful that any contamination from a surface source is present. I could send you a water sample also. Is there any protocol for collection and storage of water samples, and how much would testing a sample add to the price you quoted? I suspect you are right to be doubtful and my advice is not to spend your money on testing deep groudwater unecessarily. If there is clot of DU on the surface, it is more likely to have surface water contamination, but this 7n itself is not necessarily a hazard. What we recommend here is get a clean 1 L Nalgene bottle (new) and to Q;-e- clean it with reagent grade nitric or hydrochloric acid, and then rnce several times with deionized water. If it comes down to it, we can prepare anti supply bottles for you. The NY report is good science, and well done. I could detect no bias or agenda in the report. I'm very interested in any follow-up health studies that take place. It's actually quite encouraging that these people, who have probably had the highest level of exposure and contamination of anyone, are still alive 20 years later.
