RESOLUTION NO. ~ "~ 3 ~~ 8
RESOLUTION AUTHORIZING THE RECEIPT AND EXPENDITURE OF THE
HAWAII ISLAND ECONOMIC DEVELOPMENT BOARD (HIEDB) GRANT OF
$100,000 FOR A CURBSIDE TRASH AND RECYCLING PICKUP FEASIBILITY
STUDY
WHEREAS, the Hawaii Island Economic Development Board (HIEDB) has received a grant
from the U.S. Environmental Protection Agency to continue developing and implementing a
sustainable, community-based waste recycling and reuse system on Hawaii Island; and
WHEREAS, with this grant, the HIEDB wishes to provide $100,000 to the County of
Hawai`i's Department of Environmental Management; and
WHEREAS, these funds will be used to conduct a feasibility study on curbside trash and
recycling pickup for the Pana`ewa and Keaukaha communities; and
WHEREAS, Hawaii Revised Statutes, Section 46-7, requires that county departments
obtain the consent of the council to expend and receive any funds or other assistance from the
federal or state governments in connection with projects being or to be undertaken pursuant to any
powers granted by law.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it authorizes the receipt and expenditure of Hawaii Island Economic Development
Board funds awarded to the Department of Environmental Management.
BE IT FURTHER RESOLVED, in accordance with section 46-7, Hawaii Revised Statutes,
that the Mayor of the County of Hawaii is authorized to execute, on behalf of the County, an
agreement and related documents, to enable the Department of Environmental Management to
conduct a feasibility study on curbside trash and recycling pickup for the Pana`ewa and Keaukaha
communities as referenced in the in the Hawaii Island Economic Development Board letter,
attached hereto and incorporated herein by reference as Exhibit "A".
BE IT FURTHER RESOLVED that the County Clerk of the County of Hawaii shall transmit
copies of this resolution to the Departments of Finance and Environmental Management.

Aloha Robin,
The Hawaii Island Economic Development Board has received a grant from the U.S.
Environmental Protection, Agency Region 9, to continue developing and implementing a
sustainable, community -based waste recycling and reuse system on Hawaii Island.
After meeting with Duector Bobby Jean Leithead -Todd, Mike Dworsky, Linda Peters and
Terin Gloor, HIEDB and the County have agreed that a study of curb side trash and recycling
pick up for the Panaewa and Keaukaha Communities would .greatly assist the county in its efforts
to capture and assess the waste entering our Hilo landfill.. Therefore, the Hawaii Island Economic
Development would like to contract our County of Hawaii, Department of Environmental
Management to do this feasibility study. HIEDB would fund this study with a maximum of
($100,000) one hundred thousand dollazs from our EPA Grant. Please note that this study must
be completed before the end of the granting period which is September 30, 2008.
Please advise us of the best way for HIEDB and the County of Hawaii to proceed.
