September 1, 1998, the Island of Hawaii: The prisons are over flowing, and the people's impoverishment grows. Political, environmental and economic instability rises on every front. Yet for the majority of the Hawaii county council, it will be, "Business, as always here!" I christen you with the acronym, B A A H. "Baah," as in sheep. We demand full compliance to the Hawaii County Charter by all county agencies and bodies! The last time here we demanded that the county of Hawaii conform to their charter and produce a critical program review or immediately terminate the marijuana eradication program. Though failing to keep you law abiding, we all learned important things. 1. We witnessed council person John Santangelo admit to have "grown in the past". His utterance was made in order to blunt accusations that he used to grow pot in the district he now represents. I must admit that, it was a great pleasure to see this un- indicted felon, slither in self promotion. I guess from past practice it was not too hard for John Santangelo to again break another law and continue the eradication program. 2. Bobbie Jean Leithead-Todd admitted outside this chamber to numerous witnesses that, the reason she personally thought the overall marijuana prohibition should stay in effect was partly based on her experience with a former boyfriend. The topic of what Ms. Leithead-Todd's boyfriend did, sounds to be of a personal nature, but she brought it up as an example of why the illega ODMM Nc. S3, U3 Pile No. U s G W. 3M Presented Flf- Rd. I;h SEP 1 1991 - invasion of this community must continue. She said marijuana left him lazy and if memory serves me right, "un-ambitious" was the word she used to describe him. She too, fully acknowledging the violation of the county charter in the continued absence of a program review, voted to accept the DEA monies. Goes to show, sooner or later, we're all gonna' pay for the lousy relationship choices of politicians. 3. Joe Reynolds made wild statements to the effect that a company of U S Marines could find and burn all the pot with kerosene. Did he also say that they should shoot anybody that got in their way, too? Does Joe Reynolds still feel that way? Doesn't he get that a bunch of U S Marines landing in the Hawaiian islands to enforce unpopular interests, would stir up some sticky historical sensitivities ...like the illegal 1893 overthrow of the Hawaiian government? It is of great fascination to me, how generally amiable and personable Americans like Joe Reynolds, can harbor such violent if not Nazi fantasies. Seems like most politicians, Reynolds viewed endangering civilians, property and even soldiers as a light matter. Choosing to tolerate the violation of human rights, he voted to illegally continue the eradication program. 4. Al Smith promises to keep Puna rolling. I was rolling when he got all red faced right before the illegal vote last year. Based on the reactions of his grandchildren, Al changed his vote to accept eradication funds. Because of your ruddy faced utterances and changing your vote to violate the county charter your swore to uphold and your over all performance, I have a prediction for Al Smith. I predict you will not be re-elected to the position you currently occupy. In fact, I predict that you will never again occupy political office but instead go to work for one of the businesses that you curried favor with while spending other folks' taxes. 5. As for the other members of the council who voted to accept the DEA funds the last time: I know you secretly wrestle with the fact that most of what we have to say in these annual expeditions here are, accurate. I know, you know, that you are in violation of your own laws. And, in private discussions we have consistently defeated all of your arguments against cannabis. So with all logic J ' failing, the county government, in its zeal to suppress the only viable grass roots economy here, has in fact, become the outlaw. Conspicuously, the council and this administration behave as though there is just too much to uncover. What obviously happens when heavily armed men interdict great wealth in the absence of any overview from elected officials, is too damning to put down on record. On a philosophical level, I find it hilarious. Your actions in the past and I expect now, are indefensible. But because you are all trapped into your flawed and hollow drug war rhetoric, you have no choice but to dig a deeper hole for yourselves. In my opinion, most of you are so flagrant in your open disregard of your own constitution that it is not difficult to suspect that most of you somehow benefit directly, and dare I ponder, illegally, from this government lawlessness. I am confident that in time, history and a more perfect form of justice will affirm your actions as not only lawless, but truly detrimental to the people of the Hawaiian Islands. Your disobedience to your own laws has caused great harm to human life and our well being. You encroach on the human right to relate to all plants. You violate the right for people to grow a crop for their own survival. You invade the rights to privacy and freedom of religion and economy. You have greatly hobbled our ability to be a self reliant island community in very hazardous times. In essence, you have promoted an invasive program of taxation and selective enforcement to run amuck in the community and now you refuse to measure your result. You have demonstrated not just in this issue but others that you hold to a vision of progress that can only breed greed, corruption, dependency and pollution. And, worst of all, you're insistance to make people "law abiding" is carried out by the threat of violence and other devices by members of armed forces and their intrusive and dangerous flying machines. My theory, which I find great acceptence for throughout the island, is that the elected representatives and their appointed bureaucrats, oppress this community through cannabis eradication in order to impose enterprises closer to your interests and connections. M a Yet in the midst of this growing tyranny of government lawlessness, I must admit that there is a part of me that takes great pleasure in watching most of you lie to the people. The truth failing you, this body can only resort to the same thin, bogus political jargon or doubletalk. You can never address the real issues because to do so would divulge more sinister agendas. And so because of this, you are all living examples of why the institutions ruling the Hawaiian Islands, like this body, are incapable of properly and legally governing the rest of us. The truth about cannabis and the illegitimacy of your authority, looms ready to scandalize and topple you all. Rolling in Puna, I enthusiastically await.
