SUBJECT: Bill 286, Draft 2
Relating to the Place and Manner of Soliciting for Money
or Objects of Value in the Downtown Hilo Commercial Area
For your consideration, attached is Bill No. 286, Draft 2.
Description of changes:
1. Changes name of article from "Downtown Hilo Commercial Area " to
"Soliciting for Money or Objects of Value. "
Reason: To enable the future addition of other areas that may wish a similar
prohibition.
2. Amended division 2, section 22-_ (Prohibited acts), subsection (a)(I 1), on
page 6 of the bill, as follows:
"No person shall solicit in any public transportation vehicle; at any bus
station or stop; or in any public parking lot or public parking structure."
(New language is underlined and italicized.)
Reason: To promote clarity.

3. Amended section regarding penalties on page 7 of the bill by reducing
monetary penalty from "not to exceed five hundred dollars" to "not to exceed
one hundred dollars. "
Reason: To reduce monetary penalty.
4. Made non-substantive technical changes regarding section numbering.
