Wong, dated March 21, 1995, transmitting the above bill. States the bill would establish clear responsibility in the raising of animals for commercial reasons or for personal purposes in areas zoned for residential use. Further, it establishes a clear set of enforcement guidelines and penalties, and provides a clear and easily accessible process for citizens to register their complaints.
