Your Committee on Public Works and Parks, to which was referred Communication No. 454
and attached Resolution No. 148, reports as follows:
The purpose of Resolution No. 148 is to request that a task force, composed of representatives
from the Legislative Auditor's Office, the Office of the Corporation Counsel, and the
Department of Public Works' Building Division, be formed to review Chapter 3 of the Hawaii
County Code, relating to advertising and signs, and to develop a preliminary draft bill.
Resolution No. 148 provides that at a minimum, the task force is requested to address the
following areas of concern:
1. Definitions;
2. Sign permit and variance process;
3. Enforcement of the sign code;
4. Constitutionality of the sign code; and
5 Continuity between sign regulations set out in Special Districts.
Communication No. 454 is a memo from Council Member Joe Reynolds, dated
August 21, 1997, which transmits Resolution No. 148 to Council Chair James Arakaki and the
Members of the County Council for thew consideration.
During the discussion on this matter, Your Committee clarified that the Legislative Auditor's
Office would serve as the lead agency in the task force. Members of Your Committee also
requested that input from interested groups in the community such as: the Outdoor Circle, the
Chambers of Commerce and other business groups, and community associations be sought out
prior to developing the draft bill.
Your Committee is in accord with the purpose and intent of Resolution No. ]48 and
recommends its adoption.
