Your Committee on Public Works and Parks, to which was referred Communication No. 444
and attached Bill No. 125, reports as follows:
The purpose of Bill No. 125 is to amend Chapter 24, article 10, to enlarge the present no-parking
zone along Kilauea Avenue to extend between Aupuni and Ohea Streets. This adjustment would
facilitate the implementation of proposed channelization improvements along Kilauea Avenue
that are intended to improve traffic safety at the intersections of Kilauea Avenue and Lanikaula
Street and Kilauea Avenue and Kawili Street.
Bill No. 125 would amend Chapter 24, article ]0, division 5, section 24-280, schedule 28
(No parking at anytime), subsection (c), South Hilo, item (70), of the Hawaii County Code
(1995 edition) as follows:
"(70) Kilauea Avenue, [makai] g~ side, from [Kohola] East Ohea Street to a point
five hundred eighty-five feet Hamakua of Aupuni Street."
Bill No. 125 would also amend Chapter 24, article 10, division 5, section 24-280, schedule 28
(No parking at anytime), subsection (c), South Hilo, item (72), of the Hawaii County Code
(1995 edition) as follows:
"(72) Kilauea Avenue, [mauka] we side, from a point two hundred twenty feet
south of Barenaba Lane to [Kohola] West Ohea Street."
In addition, Bill No. 125 would amend Chapter 24, article 10, division 5, section 24-281,
schedule 29 (Parking prohibited during certain hours on certain streets), subsection (c),
South Hilo, by deleting item (12) as follows:
"[(12) Kilauea Avenue, both sides, between Ohea Street and Kohola Street from
6:00 a.m. to 6 00 p.m. daily, except Sundays and holidays.]"
Communication No. 444 is a letter from Chief Engineer Donna Fay K. Kiyosaki, dated
August 13, 1997, which transmits Bill No. 125 to the Council for its consideration.
Communication No. 444.01 is a map of the proposed channelization improvements that was
provided by the Department of Public Works.

During the discussion on this matter, Mr. Richard Nishimura, of the Department of Public
Works, explained that within the last Five years approximately seven accidents per year have
occurred at the intersection of Kilauea & Lanikaula and approximately ten accidents per year
have occurred at the intersection of Kilauea & Kawili. Consequently, the purpose and intent of
this amendment is to improve traffic safety at these intersections by improving motorist sight
distance through the creation of opposing left turn lanes.
This amendment would set the terminals from Kohola to Ohea to allow motorists sufficient
advance notice to enable them to move to the curbside lanes if they do not wish to turn left at
these intersections. Mr. Nishimura reported that similar measures taken at the intersection of
Kilauea and Puainako, i.e. the construction of opposing left turn lanes, have significantly
decreased the number of accidents there. He further noted that the Department's ultimate plan is
to improve the signal system in order to afford left-turn phasing at these intersections.
After consideration of all of the circumstances, Your Committee reports that it is in accord with
the purpose and intent of Bill No. 125~and recommends that it pass first reading.
