N0.487 PLACE: Councilroom TIME: 9:05 a.m. Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Public Works and Parks, to which was referred Communication No. 487 and attached Bill No. 139, reports as follows: The purpose of Bill No. 139 is to amend Chapter 24, article 10, (Parking on pavement prohibited at all times) to prohibit parking along Hualilili Street due to large delivery vehicles pazking along the roadway restricting through traffic and sight distance. Bill No. 139 would amend Chapter 24, article ] 0, division 5, section 24-279, schedule 27 (Parking on pavement prohibited at all times), subsection (c) Hilo, item of the Hawaii County Code (1995 edition) as follows: Hualilili Street, both sides, beginning at Kaumana Drive and extending one hundred sixty-eight feet in the southeasterly direction." Communication No. 487 is a letter from Chief Engineer Donna Fay K. Kiyosaki, dated September 9, 1997, which transmits Bill No. 139 to the Council for its consideration. During the discussion on this matter, Mr. Richard Nishimura oi'the Department of Public Works, Traffic Division, explained that a request was made from a Police Officer who is a resident on Hualilili Street regazding the concern of delivery trucks pazking on the roadway making deliveries to businesses which restricted through traffic and sight distance. The purpose and intent of this amendment are to improve traffic safety by keeping the roadway open for through traffic; improve motorist sight distance, and restrict safe delivery to businesses. The Chair also mentioned that staff contacted the Manager of 7-11 Store on Kaumana Drive, and inquired if he was awaze of this problem. The Police Officer requested the Manager of the 7-11 store to inform the delivery drivers not to park on the roadway. ,-M t Committee on Public Works & Parks Page Two September 30, 1497 Committee Chair stated he will write a letter to the Manager at 7-11 explaining the need to restrict parking of delivery trucks in the roadway.
