Your Committee on Public Works and Parks, to which was referred Communication No. 1140
and attached Bill No. 262 (1996), reports as follows:
The purpose of Bill No. 262 is to amend Chapter 22 of the Hawaii County Code 1983 (1995
Edition), relating to streets and sidewalks .
Communication No. ] 140 is a letter from Chief Engineer Donna Fay K. Kiyosaki, dated
April 15, 1997, which transmits Bill No. 262, to replace Chapter 22 in its entirety, to the Council
for its consideration.
Communication No. 519, is a letter from Chief Engineer Donna Fay K. Kiyosaki, dated
September 23, 1997, informing they have considered philosophical, technical and organizational
changes to Bill 262 with the Legislative Auditor's Office as well as considered recent issues such
as sandwich board advertising, cafe table service and street side peddling. This letter requests the
withdrawal of Ordinance Bi11262 and anew bill will be submitted to the Council for
consideration.
In view of the above, your Committee is not in accord with Bill No. 262 and recommends that it
be filed.
