Your Committee on Public Works and Parks, to which was referred Communication No. 569 and
attached Bill No. 163, reports as follows:
The purpose of Bill No. 163 is to amend Chapter 24 of the Hawaii County Code 1983 (1995
Edition), relating to Vehicles and Traffic. Section 24-204(a) of the Hawaii County Code states
"The Council shall determine upon what streets angle parking shall be permitted". Bill No. 163
amends the Traffic Code by establishing a schedule for permitted areas for angled parking.
Communication No. 569, is a letter from Chief Engineer Donna Fay K. Kiyosaki, dated
November 3, 1997, transmitting a bill amending Chapter 24 of the Hawaii County Code 1983
995 Edition), relating to Vehicles and Traffic. She informs that Department of Public Works
has previously established, marked and designated angle parking stalls in Downtown Hilo and
other areas in accordance with Section 24-198 of the Traffic Code without Council
determination, and requests the Traftlc Code be amended as described.
Mr. Richard Nishimura of the Public Works Traffic Division, informed your Committee that the
request for consideration is for all of the designated angle parking areas, however, any request.
thereafter would still need to come before the Council for determination.
Your Committee on Public Works & Parks is in accord with the intent and purpose of Bill
No. 163, and recommends that it pass first reading.
