Dear Chairman Arakaki & Council Members:
The Hilo Downtown Improvement Association (DIA) appreciates this
opportunity to present testimony regarding Bill 287, draft 2, relating to the
prohibition of coasters, roller skates, roller blades, skateboards and similar
devices in the Downtown area. The DIA supports this bill as it will help to
ensure the safety of those who utilize the streets, sidewalks and park areas in
Downtown Hilo.
The DIA has strong concerns about the current unsafe mix of pedestrians and
individuals riding skateboards and other similar devices. Sidewalks were
constructed with the intent to direct pedestrians away from vehicular traffic.
They were not intended for use by devices utilizing wheels. The two activities
do not mix well. There have been far too many near accidents between
pedestrians exiting buildings and high speed skateboarders and roller blades.
Our youth and those adults who enjoy riding skateboards and roller blades
should be assured that the DIA fully supports the designation and continued
maintenance of specific locations set aside for such activities. The DIA urges
the County to move forward in an expeditious manner to address these
recreational needs.
Again, the DIA supports Bill 287, draft 2 and urges this body to approve it on
first reading.
