Your Committee on Public Works and Parks, to which was referred Communication No. 650, and attached
Resolution No. 207, reports as follows:
The purpose of Resolution No. 207, is to authorize the County of Hawaii, pursuant to Section 21-26 of the
Hawaii County Code, to extend the public sewer at Royal Poinciana Road, located at Holualoa, District of
North Kona, County and State of Flawaii.
Communication No. 650 is a letter from the Chief Engineer, dated December 19, 1997, stating that there is a
surplus of SRF loan funds available tiOnl the Alii Drive Sewer projects. The Department would like to
utilize these funds to further extend the Royal Poinciana project.
Your Committee first discussed Resolution No. 207 on January 6, 199$, at which time the measure was
deferred in order to further address the matter at a community meeting, which would be coordinated by
Council Member Curtis Tyler.
Communication No. 650.01 is a letter from the Chief Engineer, dated February 3, 1998, requesting that
Comm. No. 650 (Res. 206 & 207), be reagendized for consideration. Ms. Kiyosaki states that the community
meeting was held on .lanuary 27, 199R at Kahakai School, and was well represented by the public.
Your Committee is in accord with the purpose and intent of Resolution No. 207 and recommends its
adoption.

Your Committee learned that Council Member Curtis Tyler did a telephone survey of lot owners, with the
result being an even split of 27°% in favor of, and 27% was against the sewer extension.
Your Committee is in accord with the purpose and intent of Resolution No. 207, and recommends its
adoption.
