Your Committee on Public Works and Parks, to which was referred Communication No. 789, and
attached Bill No. 217, reports as follows:
The purpose of Bill No. 217 is to amend Chapter 24, Article 10, Division 1, Section 24-260, Schedule 8,
authorizing a 45 mph speed limit along Route 132 f?om the Pohiki Junction to the Kapoho-Kalapana
intersection. It will also amend Chapter 24, Article 10, Division 1, Section 24-260, Schedule 5 (35 mile per
hour limit), Subsection (g) Puna, of the Hawaii County Code (1995 edition), by adding the section of Route
132 between Route 130 and the Pohoiki Road Junction, which is already posted at 35 miles per hour, but not
listed in the County Traffic Code.
Communication No. 789 is from Chief Engineer Donna Fay K. Kiyosaki, dated April 1, 1998, submitting for
consideration at the request of the Puna Police Department, that speed limits be authorized along Route 132
from the Pohoiki Junction to the Kapoho-Kalapana intersection. A speed study consisting of trial runs was
conducted, and found that 45 miles per hour is the appropriate speed for this section of Route 132. Ms.
Kiyosaki informs that discussion of the findings were made with the Police Department and they concur with
the recommendations.
Your Committee is in accord with the purpose and intent of Bill No. 217, and recommends it pass first
reading.
