REPORT OF THE <br /> COMMITTEE ON PUBLIC WORKS AND PARKS <br /> DATE: May 5, 1998 RE: COMM. NO. 813 / BILL NO. 227 <br /> PLACE: Councilroom <br /> TIME: 9:00 a.m. <br /> Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Public Works and Parks, to which was refened Communication No. 813, and <br /> attached Bill No. 227, reports as follows: <br /> The purpose of Bill No. 227 is to amend Chapter 24 (Traffic Schedule), Hawaii County Code 1983 <br /> (1995 Edition), relating to traffic regulations on Ponahawai Street, proposed no parking zones. <br /> Communication No. 813 is from Chief Engineer Donna Fay K. Kiyosaki, dated April 20, 1998, <br /> transmitting Bill No. 227 infr>nning that they are working on a project to improve pedestrian and <br /> traffic safety at various intersections in downtown Hilo, which includes a proposed left turn lane and <br /> traffic signal improvements at the Ponahawai Street/Kilauea Avenue intersection. Ms. Kiyosaki <br /> states that 9 metered stalls on the Puna side of Ponahawai Street will be affected, 3 stalls between <br /> Kinoole Street and Kilauea Avenue, and 6 stalls between Kilauea Avenue and Kamehameha Avenue. <br /> Ms. Kiyosaki informs that the Department of Public Works conducted a parking survey along the <br /> Puna side of Ponahawai Street between Kilauea Avenue and Kamehameha Avenue, and found <br /> approximately 39 percent of the existing 22 stalls not being utilized. They have also observed that <br /> utilization of the 7 stalls between Kinoole Street and Kilauea Avenue was minimal.
