Your Committee on Public Works and Parks, to which was refened Communication No. 813, and
attached Bill No. 227, reports as follows:
The purpose of Bill No. 227 is to amend Chapter 24 (Traffic Schedule), Hawaii County Code 1983
(1995 Edition), relating to traffic regulations on Ponahawai Street, proposed no parking zones.
Communication No. 813 is from Chief Engineer Donna Fay K. Kiyosaki, dated April 20, 1998,
transmitting Bill No. 227 infr>nning that they are working on a project to improve pedestrian and
traffic safety at various intersections in downtown Hilo, which includes a proposed left turn lane and
traffic signal improvements at the Ponahawai Street/Kilauea Avenue intersection. Ms. Kiyosaki
states that 9 metered stalls on the Puna side of Ponahawai Street will be affected, 3 stalls between
Kinoole Street and Kilauea Avenue, and 6 stalls between Kilauea Avenue and Kamehameha Avenue.
Ms. Kiyosaki informs that the Department of Public Works conducted a parking survey along the
Puna side of Ponahawai Street between Kilauea Avenue and Kamehameha Avenue, and found
approximately 39 percent of the existing 22 stalls not being utilized. They have also observed that
utilization of the 7 stalls between Kinoole Street and Kilauea Avenue was minimal. The existing
parking stalls on the Hamakua side of Ponahawai Street will not be affected.
Your Committee is in accord with the purpose and intent of Bill No. 227, and recommends that it
pass first reading.
