REPORT OF THE
COMMITTEE ON PUBLIC WORKS AND PARKS
DATE: June 2, 1998 RE: COMM. NO. 841 /BILL NO. 245
PLACE: Councilroom
TIME: 9:07 a.m.
Chair and Members
Hawaii County Council
Hilo, Hawaii 96720
Your Committee on Public Works and Parks, to which was referred Communication No. 841,
and attached Bill No. 245, reports as follows:
The purpose of Bill No. 245 is to amend Chapter 24, Article ]0, Division 1, Section 24-255,
Schedule 3 (25 mile per hour limit), subsection (c), and Section 24-257, Schedule 5 (35 mile per
hour limit), subsection (c), of the Hawaii County Code 1983 (1995 Edition).
Communication No. 841 is a letter dated April 30, 1998 from Chief Engineer Donna Fay K.
Kiyosaki, of the Department of Public Works, requesting to amend the Hawaii County Code,
Chapter 24, Article 10 to reduce the existing 35 miles per hour speed limit to 25 miles per hour on
Waianuenue Avenue, from Waiau Street to the Piihonua Bridge (No. 25-2) in Piihonua Camp 3.
Ms. Kiyosaki states that a speed study consisting of trial runs was conducted and found 25 miles
per hour to be a reasonable speed for this section of Waianuenue Avenue. Ms. Kiyosaki also informs
that the narrow shoulders with open ditch at various locations limit lateral clearance for accident
avoidance maneuvers.
Your Committee is in accord with the purpose and intent of Bill No. 245, and recommends that it
pass first reading.
la I
AYES NOES A&E EX Respectfully submitted

YAGONG X CO ITTEE ON PUBLIC WORKS & PARKS
REYNOLDS X

CHUNG X

LEITHEAD-TODD X DOM[NIC YAG ~IR

RAY X
SANTANGELO X PW&PC RE 104
SMITH X
ARAKAKI E.O.M.
