Your Committee on Public Works and Parks, to which was referred Communication No. 842,
and attached Bill No. 246, reports as follows:
The purpose of Bill No. 246 is to amend Chapter 24, Article I Q Division 5, Section 24-280 (No
parking at anytime), Subsection (c), and Division 6, Section 24-288, Schedule 36 (Freight loading
zones) subsection (c), of the Hawaii County Code 1983 (1995 Edition).
Communication No. 842 is from Donna Fay K. Kiyosaki, Chief Engineer of the Department of
Public Works, requesting that the existing no parking zone along Punahoa Street be converted to a
Freight Loading Zone. Ms. Kiyosaki informs that the request came from Mr. Stewart H. Hussey,
who is the general manager of the S. Hata Building. Ms. Kiyosaki states that a 5-minute active
loading zone is not viable for the loading and unloading operations of the S. Hata Building tenants.
Your Committee is in accord with the purpose and intent of Bill No. 246, and recommends that it
pass first reading.
