REPORT OF THE
COMMITTEE ON PUBLIC WORKS AND PARKS
DATE: June 15, 1998 RE: COMM. NO. 865 /RESOLUTION NO. 280-98
PLACE: Councilroom
TIME: 9:00 a.m.
Chair and Members
Hawaii County Council
Hilo, Hawaii 96720
Your Committee on Public Works and Parks, to which was refened Communication No. 865, and
attached Resolution No. 280-98, reports as follows:
The purpose of Resolution No. 280-98 is to authorize the County of Hawaii to actively support the
development of the Pacitic Aquaculture and Coastal Resources Center at the site of the former
wastewater treatment plant in Keaukaha.
Communication No. 865 is from Donna Fay K. Kiyosaki, Chief Engineer of the Department of
Public Works, stating that the proposed Center should greatly benefit the County in general, and the
Keaukaha area in particular.
Your Committee expressed concerns about the contents of the resolution. For example, the title
authorizes support of the development of the center; however, the `Be It Resolved" portion of the
resolution authorizes modification ofthe project to decommission, not demolish, the old wastewater
treatment plant. Another concern expressed was whether the appropriated funds needed to be
utilized for demolition or decommission of the center. It was requested that Dr. Kevin Hopkins be
present at the Council meeting to answer further questions the Council Members might have.
Your Committee is in accord with the purpose and intent of Resolution No. 280-98, and
recommends its adoption.
la
AYES NOES A&E EX Respectfully submitted

YAGONG X COpQM1TTEE ON PUBLIC WORKS & PARKS

REYNOLDS _1~.

CHUNG x
LEITHEAD-TODD x DOMINIC YAGONG, A

RAY X
SANTANGELO x PW&PC REPORT NO. $
SMITH x ADOPTED: ~ 0 ] 1988

ARAKAKI E.O.M.
