The Department of Water Supply appreciates the interest and intent supported by the proposed County
Council Resolution 593-08. We would like to inform the Council that most of the suggested actions
are already being done by the Department. We offer the following information:
1. With regard to repair of the most extensive leaks in the water system, the Permalogger Program
has been underway since 1999. A very successful leak detection and repair program, installations are
complete in Hilo, South Kohala, South Kona, and portions of North Kona. Key savings are 30%
increase in efficiency for phase 1 in Hilo, please see slides in packet for greater detail.
2. The following supports The Water Board of the Department of Water Supply County of Hawaii to
maintain and establish water conservation policy:
0 20 Year Master Water Plan (2006)
o The Water Use Development Plan Draft Report (2007)
o The 2004-2009 Strategic Plan and Annual Business Plan
o Within the 2004-2009 Strategic Plan, the recommendation to develop a Public Information and
Education Specialist Position designed to execute the educational aspects of water conservation
has been filled for 11 months now.
o Regular and ongoing educational partnerships with HELCO, DOE, UHH Earth Day, AWWA
Water Week, and Community Associations teach effective conservation strategies consumers
can employ. (I.e. low flow shower head giveaways, etc...)
o Department Inverted Block Rate Structure
o Department Rules and Regulations encourage timely repair of customer leaks offering to adjust
bills 50% less once proof of repair is presented
o Regular repair of older pipes to galvanized steel is ongoing
o During test pumping, well water is not wasted via partnerships with farmers in rural areas
o Water reuse is encouraged when working with private water system developers. Hinalani tank
was offered for water reuse after abandonment
o The Department motto has been changed this year to "Water, Our Most Precious Resource" J)

3. The development of more storage capacity is addressed in the Capital Improvements
Plan within the 20 Year Water Master Plan. In addition, Department funds are
efficiently leveraged when partnership opportunities arise with private water
developments, and State and Federal efforts.
Further, the Energy Management Analyst Position, a recommendation from the 2004-
2009 Strategic Plan, has been established and filled since 2005. This position oversees
critical energy management activities. One particular activity-the HELCO Rider M
Program--curtails operations during peak demand periods, receives credit for demand
savings, and creates a savings of $150,000 annually since inception. 10 wells are
currently on this program, three are planned for Spring 2008. In 2004, a baseline energy
analysis was prepared for DWS, and, the above energy savings initiatives as well as
others is estimated to realize a 25% savings in energy annually.
Energy Performance Contract RFPs are also in preparation by the Energy Management
Analyst. This is a contracting vehicle that allows agencies to accomplish energy saving
projects with out up front capital costs and guarantees the savings.
Further, the Department initiated on its own the upgrade of facilities like Waiakea
Office Plaza. Replacement of the 1960's built A/C system will bring it up to current code
and realize significant savings in power cost. Lighting retrofit of facilities are now
complete as well.
Other Department initiated programs are the Master Meter Program that tracks
consumption vs. energy use at the customer base. Automatic Meter Reading, now
being installed in priority areas, saves time and gasoline as well as increases reliability
and customer service response time.
4. Pump system maintenance and efficiency testing is done by the Department
Operations Division. All new and replacement pump motors for the past 10 years have
been mandatory energy efficient models. In addition, pump control valves are being
replaced with more efficient ball valves. The results of monthly Well Repair Status
Reports can be found in your packet
5. Installation of 3 Hydro Generators are underway. There are two in Kona, one in
Waimea. A funding proposal for a 4`h hydro generator is under federal review at this
time. Please see Information Sheet in your packet. Future hydro generation may be
feasible at Palani Transmission site in Kona.
Proactive address to this resolution has been underway for a very long time at the
Department of Water Supply, we are thankful for this opportunity to share this
information with the Council.

Hydro Generators Information Sheet
Overview
By July 2008, the Department of Water Supply will have three hydro generators installed on its system
creating electrical energy for use on site or to sell back to the HELCO grid. These hydro generator projects
will allow significant energy savings for the Department and its customers. A grant application to construct
a fourth generator next year at the Parker # 2 well site in Waimea, Hawaii is being reviewed by U.S.
Department of Agriculture.
The generators were designed and patented by Michael Maloney, SOAR Industries. Implemented several
years ago, the Department is very excited to get the generators installed and on-line. All three generators
are of the same design (Pelton Turbine) and are expected to consistently generate a maximum of about 40
kW of energy.
Facility Information
Kaloko Hydro Generator
The generator will be officially be started the week of May 5th, so that it will be running
smoothly and sending power to the HELCO electric grid during the project's Blessing
scheduled for May 9th. The event will recognize the Department's efforts in supporting
the State's sustainability and renewable energy initiatives.
Kahaluu Shaft Hydro Generator
All of the power generated by this hydro generator will be used on site, which will result
in a significant savings of the Department's electrical bill for the Kahaluu Shaft. The
hydraulic design at this site is very interesting in that the water flows by gravity through
a 12 inch ductile iron pipe from the Kahaluu Wells mauka of the Shaft site, however,
the power is being generated and used at the Kahaluu shaft. In addition, the engineers
had forethought of designing the site and piping so that a second hydro generator can
easily be installed in the future. This generator is expected to be on-line by June 2008.
Waimea Treatment Plant Hydro Generator
The existing Francis Turbine hydro generator at the Waimea Treatment plant is several
decades old and inefficient. A replacement hydro generator will be delivered sometime
in the next several weeks to replace the old unit. Similar to the Kahaluu Shaft, all of the
power generated will be used on site. The installation costs for the Waimea Treatment
Plant were basically the cost identified in the material bid because the electrical control
equipment is going to be reused and existing DWS-HELCO net energy metering
agreement is transferable to the new unit.

The Department of Water Supply is a semi-autonomous agency of the County of Hawaii which
operates by rules and regulations adopted by the Water Board. The Department operates and maintains its
water systems with revenues generated wholly through water sales. The primary function of the
Department is to provide safe domestic water service through its 24 water systems and 67 sources
scattered throughout the island. The Department continually strives to provide dependable, high quality,
potable water at a reasonable cost.

Small fixes add up to big savings at DWS

More than $700,000 in taxpayer money was saved through a county
program created to identify and fix leaks in the public water system.
A recently completed 2005-2006 fiscal audit of the Department of
Water Supply's Water Service Investigation program, which has
wrapped up its first phase of identifying and fixing leaks in the Hilo
District, showed a 30 percent reduction from 49 percent to 19.05
percent - in the area's unaccounted water, said Bettina Arrigoni, DWS More than $700,000 inlayer money was saved

This reduction translated into an estimated $715,000 in annual energy Hawaii Today
and system costs savings, department officials said.
The leak detection, repair and replacement program began in 1999 in the Hilo Districts, which was identified by a
survey as the area with the oldest infrastructure and highest unaccounted water, said Earl Fukunaga of the Water
Service Investigation Program. The second phase of the program will take place in the Kohala Districts, followed by the
South Kona District.
"The program serves a dual purpose in that it delays improvements to the system and decrease our electric
consumption," said DWS Manager Milton Pavao. "We were concerned with leakage, and we knew that the systems had
leaks all systems do. We started the program so that we could approve our electrical costs, and it is helping."
Leak detection devices called permaloggers, which are attached magnetically to the valve or the floor of the main
whichever is exposed listen to the distribution as well as the transmission of the water, Fukunaga explained.
They detect abnormalities in the noises and are also capable of filtering out ambient noises, he said. The ability of
permaloggers to distinguish between noises improves with time, he added.
The permaloggers transmit data to wireless communication devices that are within their perimeter, indicating the
existence of leaks, Fukunaga said. Surveyors pick up these signals during patrols of the water systems.
Once the data is retrieved, it is analyzed to identify problems in particular areas. Workers return to problem areas to
complete leak surveys using a subsurface LD-12 water leak detector, which amplifies the sound produced by the main
pipeline leak.
Field sensor units, or FSUs, which are placed at remote locations on the pipeline, make 140-second recordings that
independently assess vibration signals, encode leak sound and save recorded data. They are color-coded red and
blue units - and have high-frequency, digital transmission antenna.
Once a major leak is identified by FSUs as a "suspect" leak and after completing the correlation, the data is sent
digitally to a laptop computer loaded with a special DigiCorr Pro III software, Fukunaga said.
"The sensitivity of this equipment enables it to sense a pinhole-size drip to a major crack on a main pipeline," he said.
The software enables the water service investigator to determine the exact location and intensity of leaks, he said.
While many other types of technology are used in the detection of leaks, the aforementioned are used most commonly.
After the location of leaks is identified and prioritized, requests for action or repair are submitted to the DWS field
section.
Pavao said the department's cost savings ultimately benefits consumers because they keep water rates low. The
average consumer, those who consume 5,000 gallons or less per month, pay roughly $2.25 per 1,000 gallons, he said.

DWS is Hawaii Island's largest energy consumer, with a projected total energy cost at $15 million to $16 million this
year for pumping. To date, the department has already spent $13 million, Arrigoni said.
Moreover, identifying and repairing leaks helps the department conserve water. "It makes (the system) more efficient,"
Pavao said. "Water is a precious resource."
The DWS services about 35,000 customers with about 8.5 billion gallons of water annually.

Two hydroelectric projects anticipated to begin by the end
of this year should help the county's Department of Water
Supply tackle its second priority of saving energy through
efficient systems. The departments first priority is
providing safe drinking water.

running at 70 percent capacity - enough electricity to power roughly 38 households per day (based on an annual household
usage of 7,800 kilowatt-hours), according to Michael Maloney of SOAR Technologies, Inc, the company supplying the
hydroelectric units.
DWS is currently the largest energy consumer on the island with a projected total energy cost of $15 to $16 million this year,
said Bettina Arrigoni, DWS energy management analyst. To date, the department has already spent $13 million this fiscal
year.
Exactly how much savings the hydroelectric units will bring is yet to be determined, she said. When the system is up and
running, the department will have a better idea of energy output. The Kaloko project is slated for completion in November,
and the Kahaluu project in December, she added.
Maloney said the units being installed are hydroelectric turbine designed specifically for this type of application. The energy
produced is based on the amount of water passed through the hydroelectric turbine and the amount of water pressure loss
(or drop) across the hydroelectric turbine.
"The higher the water flow and/or the higher the pressure drop, the more energy produced," said Maloney. "Water flows into
the water turbine, spinning the shaft of a electric generator, generating power into the power system."
The hydroelectric equipment is called a GPRV which is (Power) Generating Pressure Reducing valve. This equipment is
installed in parallel to the existing (PRV) Pressure Reducing Valve equipment used to fill the water tank, said Maloney. The
equipment recovers the energy normally lost when reducing the water pressure used to fill the water tank.
While the energy generated at Kahaluu Shaft would provide 10 percent of the pumping system's power, all energy at Kaloko
is likely to be sold back to Hawaiian Electric Light Co. The rate paid for this energy could not be obtained by press time.
The Kaloko project cost $410,000, with about 75 percent of the cost paid by a $300,000 grant from the U.S. Department of
Agriculture's Rural Development's Electric Programs, High Energy Cost Grant Program, Maloney said. The Kahaluu project
cost about $561,000 with the department paying the entire cost.
Each project is predicted to have a five- to six-year investment return, and each unit has a 30-year life expectancy, he said.
There are not plans for more hydroelectric units at this point, said DWS Deputy Manager Quirino Antonio. Sufficient pressure
and electricity use are some factors considered in selecting sites for these units, he said.
The DWS services about 35,000 customers with about 8.5 billion gallons of water annually. In 2001, the Board of Water
Supply increased rates 28 percent in 2001 and 15 percent for 2003. It also adopted an inverted block rate structure to
encourage conservation, according to the department's site.
The structure charges higher unit costs for heavy water users. Customers using about 10,000 gallons per month will pay an
additional $4.80 per month, while customers using 5,000 gallons will pay $2.65 more per month, a DWS informational sheet
noted. The percentage increase will vary with larger percentage increases for heavier users.

What is the highest elevation well on the island?
Currently, the highest elevation well that DWS operates and maintains is Kalaoa Well at approximately 1800' elevation. This
is in the North Kona area. We are currently in the design stage of outfitting a well in Waimea near our water treatment plant.
That will be approximately at the 3050' elevation.
What is the cost of pumping water from well to surface relative to depth?
This one is a bit complicated as there are many factors that contribute to the cost including pump capacity, depth of the well,
pump and motor efficiencies, size of pipe column, etc.
