(Res. 147) LESA FACTORS IN REVIEWING REZONING APPLICATIONS OF

From Councilmember Keola Childs, dated
December 8, 1993, transmitting a resolution resolving
that until the County develops, formally adopts and
institutes a County LESA system, that it requests the
Planning Department to utilize the alternate system of
LESA-based land evaluation standards, criteria, maps
and associated data as produced by the Office of State
Planning when evaluating requests for rezoning
agricultural lands or issuing special use permits
thereon.
Further, that when the lands under review are
consequently determined to be Important Agricultural
Lands, that the Planning Department is requested to
give great weight to this finding in its
deliberations, and that its consideration of such be
recited in its decision and recommendations regarding
the subject applications.

(1996) Copy of letter to Mayor Stephen Yamashiro, from Ana
Na'wahine Ka'ho'o'pi'i, dated April 3, 1996, expressing
strong opposition to the recent exchange of lands and
services made between the Department of Water Supply
(DWS) and Chalon International Inc. and urges the
withdrawal of approval of this exchange. States Chalon
International Inc. has been involved in the
unconstitutional "takings" of water via the Kohala
ditch system which are a violation of the rights of
Native Hawaiians in the North Kohala area.
Comm. 1125.09:From Ana Nawahine-Kahoopii, dated June 17, 1996,
stating her opposition to the proposed North Kohala
Water Transmission Pipeline Project.

(1995) AS AMENDED, RELATING TO ZONING REGULATIONS (REGARDING
REDEVELOPMENT PLAN ADOPTED BY THE HAWAII REDEVELOPMENT
AGENCY)

transmitting the above bill which amends Section 2-33
(c) to provide that the County general plan or zoning
ordinance shall supersede any conflicting provision
contained in a redevelopment plan adopted by the Hawaii
Redevelopment Agency.
