NO. 948/ BILL NO. 281 PLACE: Councilroom TIME: 9:12 a.m. Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Public Works and Parks, to which was referred Communication No. 948 and attached Bill No. 28 L, reports as follows: The purpose of Bill No. 281 is to amend Chapter 24, Article 10, Division 1, by reducing the current 40 miles per hour speed limit to 35 miles per hour on Kaloko Drive from the Hawaii Belt Road for approximately .5 mile. Bill No. 281 would amend Chapter 24, Article 10, Division 1, Section 24-257, Schedule 5 (35 mile per hour limit), subsection (f) Kona, of the Hawaii County Code 1983 (1995 Edition) by amending the following: Kaloko Drive, from the Hawaii Belt Road (Route 190) to a point .5 mile in the easterly direction. Bill No. 281 would also amend Chapter 24, Article 10, Division 1, Section 24-259, Schedule 7 (40 mile per hour limit), subsection (f) Kona, of the Hawaii County Code 1983 (1995 Edition), by amending the following: ~ Kaloko Drive, from a point .5 mile east of Hawaii Belt Road (Route 190) to its eastern terminus. Communication No. 948 is a letter from Chief Engineer Donna Fay K. Kiyosaki, dated August 12, 1998, which transmits Bill No. 281 to the Council for its review and consideration. Ms. Kiyosaki states that it was brought to the department's attention that a number of school children congregate along this section of Kaloko Drive to wait for the school bus. The department concurs that lowering the speed limit from 40 miles per hour to 35 miles per hour would improve the overall traffic safety in the immediate azea.
