Your Committee on Public Works and Parks, to which was referred Communication No. 994
and attached Bill No. 301, reports as follows:
The purpose of Bill No. 301 is to amend Chapter 24, Article 10, Division 3, Section 24-275,
Schedule 23 (Bus stop locations), subsection (e) Kohala, of the Hawaii County Code 1983
(1995 Edition), by establishing a bus stop along Mamalahoa Highway, (Route 190), fronting
the Waimea Elementary and Intermediate School to be in operation on school days.
Bill No. 301 would amend Chapter 24, Article 10, Division 3, Section 24-275, Schedule 23 (Bus
stop locations), subsection (e) Kohala, of the Hawaii County Code 1483 (1995 Edition) by
adding the following:
Mamalahoa Highway, Route I90, south side, beginning from a point one
hundred thirty feet east of the school driveway and extending two hundred fifty
feet in the easterly direction from 7:00 a.m. to_8:00 a.m. and from 2:00 p.m. to
3:00 p.m. on school days.
Communication No. 994 is a letter from Deputy Chief Engineer Jiro A. Sumada, dated
September 17, 1998, which transmits Bill No. 301 to the Council for its review and
consideration. Mr. Sumada stated that the Chief of Police has established a temporary bus stop
along Mamalahoa Highway, (Route 190), fronting the Waimea Elementary and Intermediate
School. However, the County Code allows the authority of the Chief of Police to extend for
only ninety days. The proposed Bill No. 301 would continue the designated bus stop until the
Deparhnent of Education constructs more internal circulation roads with appropriate bus
loading and unloading zones.

Communication No. 994.01 is a letter from Police Chief Wayne G. Carvalho, dated
September 28, 1998, supporting the establishment of this bus stop to improve traffic safety.
Council Member John Ray expressed support for this measure because it will improve
public safety and provide for steady flow of traft3c during the current road construction
activity. Mr. Ray did clarify that even with highway construction in progress, emergency
vehicles have aback-up route through Parker Ranch property that allows access to the
medical facility when coming from the KonalKawaihae direction. When coming from the
east, vehicle operators allow ample room for the passage of emergency vehicles. When
construction is completed, Mr. Ray stated that there will be a circular turn around for
dropping off school children, which will eliminate traffic conl;estion occurring at this time.
Your Committee is in accord with the purpose and intent of Bill No. 301 and recommends
that it pass first reading.
