Chairperson and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Public Works and Parks, to which was referred Communication No. 1379 and attached Bill No. 337, reports as follows: The purpose of Bill No. 337 is to amend Chapter 24, Article 10, Section 24-283 of the Hawaii County Code 1983 (1995 edition), as amended. Bill No. 337 establishes a one hour time limit parking area at the end of Hanama Place in Kona. Bil] No. 337 amends Chapter 24, Article 10, Section 24-283, Schedule 31, Subsection (f) Kona, of the Hawaii County Code 1983 (1445 edition), as amended, by adding the following item to be appropriately numbered and to read as follows: Hanama Place. west side. the fifty-five foot section fronting the Kailua Trade Center. except Sunday,~and halidavs." Past Action: Bill No. 337 was introduced at the October 3, 1996 Committee on Human Services and Public Works meeting. Information contained in Communication No. 1379, a letter from Chief Engineer Donna Fay K. Kiyosaki dated September 4, 1996, was also considered during this meeting. Communication No. 1379 states that the proposed amendment contained in Bill No. 337 will improve vehicle turnover and discourage individuals from parking all day on Hanama Place in front of the Kailua Trade Center. On the basis of this information, Your Committee on Human Services and Public Works passed Bill No. 337 up to the Council with the recommendation that it pass first reading. (See HS&PWC Report No. 149) On October 16, 1996 the Council discussed the Bill. Citing problems that Your Committee had earlier been unaware of, the Council referred the Bill back to Committee for further discussion. On November 13, 1996 Your Committee again addressed the Bill. After extensive discussion Your Committee approved a motion to defer this matter and to request that the Department of Public Works identify alternatives for consideration. Committee Report -COMM. NO. 1379 Page Two Present Action: The Department of Public Works' recommendations, contained in Communication No. 40 and Bill No. 10, were referred to Your Committee on Public Works and Parks and considered at its January 7, 1997 meeting. Communication No. 40 is a letter from Chief Engineer Donna Fay K Kiyosaki, dated December 12, 1996 which transmits Bill No. 10 for adoption. This Communication requests that Bill No. 337 be filed and Bill No. l0 adopted in its place. In consideration of the above, Your Committee recommends that Bill No. 337 be filed.
