~ REPORT OF THE
COMMITTEE ON PUBLIC WORKS AND PARKS
DATE: January 21, 1997 RE: COMM. NO. 80
PLACE: Councilroom
TIME: 9:00 a.m.
Chair and Members
Hawaii County Council
Hilo, Hawaii 96720
Your Committee on Public Works and Parks, to which was referred Communication No. 80 and
attached Bill No. 29, reports as follows:
The purpose of Bill No. 29 ~s to amend Chapter 24, Article 10 to allow removal of the parking
meters along Kekuanaoa Street between Kilauea Avenue and Honu Street and conversion of this
area to unmetered two hour parking stalls.
Communication No. 80 is a letter from Chief Engineer Donna Fay K. Kiyosaki, dated
December 27, 1996, which transmits Bill No. 29 to the Council for its consideration. In
Communication No. 80, the Chief Engineer states that the parking meters along Kekuanaoa
Street aze not cost effective because usage and consequently revenues, are low. She further
states that businesses in the immediate area had no objections to this proposal.
Bill No. 29 was considered byYour Committee at its January 21, 1997 meeting. In addition to
the information contained in Communication No. 80, the Committee also considered testimony
from Mr. Richard Nishimura of the County of Hawaii's Department of Public Works' Traffic
Division. Mr. Nishimura stated that because several of these stalls will be designated `no
parking zones', traffic congestion in the azea will lessen.
No testimony in opposition to this bill was offered.
Your Committee is in accord with the purpose and intent of Bill No. 29 and recommends that it
pass first reading.
lc/cd
AYES NOES A&E EX Respectfully submitted
YAGONG X COMMITTEE ON PUBLIC WORKS & PARKS
YNOLDS X
CHUNG X ~ ~
EITHEAD-TODD X DOMINIC YAGON , C ~I
RAY X 9
SANTANGELO X PW&PC REP RT NO.
SMITI I X
ARAKAKI F.O.A9 X ADOPTED: FEB 0 7 1pg7
