NO. 31 TIME: 9:07 a.m. Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Public Works and Parks, to which was referred Communication No. 87.02 and attached Resolution No. 31, reports as follows: The purpose of Resolution No. 31 is to fulfill the requirements of section 3 of Ordinance No. 96-51, with respect to Phase II of the Waiakea Houselots Sewer Extension, by approving this sewer extension by resolution. Communication No. 87.02 is a letter dated Januazy 21, 1997, from Donna Fay K. Kiyosaki, Chief Engineer, which transmits Resolution No. 30, relating to Phase II of the Paukaa Community Collector Sewer System, and Resolution No. 31, relating to Phase II of the Waiakea Houselots Collector Sewer System, to the Council for its consideration. Mr. Peter Boucher, Wastewater Division Chief, and Mr. Jiro Sumada, Deputy Chief Engineer, testified in support of Resolution No. 3 I and provided Your Committee with additional background information about the Waiakea Houselots Sewer project in Communication No. 87.07. Chairperson Yagong raised concerns about the hook-up costs that would be imposed upon residents. Council Member Ray suggested that the question as to whether these sewer line improvements are worthwhile is separate from the hook-up cost issue. Consequently, he suggested since there appears to be agreement that sewer line improvements are worthwhile and necessary, Your Committee should move ahead and approve the extension. Ample time exists to address the hook-up charges before they will be imposed upon the communities affected by these resolutions. Council Member Santangelo inquired whether the Council has a choice as to whether these sewer extension projects move forward or not. Mr. Boucher testified that in his opinion, because the County has already committed itself to construct these projects, the answer is no. Public Works and Parks Committee Report Communication No. 87.02IResolution No. 31 Page Two In response to a proposal to defer the discussion, Council Member Chung noted that because the Council's hands are basically tied regarding this issue, it would not be fair to heighten the community's expectations that the Council might reject some of these projects. Because of the circumstances, he expressed the desire to proceed regarding this Resolution.
